Julia Kaye is a Health Policy Associate on the National Women’s Law Center’s Health and Reproductive Rights team. She is primarily responsible for analyzing and developing advocacy materials relating to health reform proposals and legislation and conducting research on a range of issues relating to women’s access to affordable, comprehensive health care, with a particular emphasis on Medicaid policy. She holds a BA in Women’s Studies from Barnard College with a concentration in Gender and Health and formerly worked as a consultant for the National Institute for Reproductive Health’s Adolescent Health Care Communication Program, in which teen peer
educators are trained to teach health care providers how to better communicate with adolescents about sexual health. She enjoys playing capoeira, drawing, making exceptionally delicious salads, and proclaiming the merits of New Jersey as often as possible.

A steady decline in abortion providers, due to violence and/or the threat thereof, and a shortage of new providers among young doctors and medical students, underscores that legality does not guarantee access.
