India Lags in Providing Sex Ed

Deepali Gaur Singh on November 20, 2007 - 10:17am
Deepali Gaur Singh's picture

Unlike many of her peers, India's Minister of Women and Child Development (WCD) seems to have achieved a semi-iconic status amongst the youth primarily because of the passion she brings to causes (though followed-up by many questionable policies and schemes). Characteristically, Renuka Chaudhary did not disappoint at the 4th Asia-Pacific Conference on Sexual and Reproductive Health and Rights (4thAPCRSH) in Hyderabad, especially while talking on the issue of sex education when she said, "no one wants to talk about it (sex) since we are too busy doing it." Quite true considering the opposition that the sex education curriculum in India ran into -- and yet China and India together seemed to be poised to single-handedly change the global demographic profile in years to come.

The cultural beliefs, practices and rituals in the Asian region ensure that sex is a taboo subject across most social set-ups. So when spouses rarely talk about it openly with each other, gaining acceptance for young adults outside of marriage talking and learning about it seems a dream. Practices hinged on traditional and orthodox attitudes and values ensure that sex is only for procreation and hence any form of non-reproductive sexuality must be discouraged. And that is essentially what defines the manner in which even sex education is viewed.

But the truth is that teen pregnancies are on the rise in the region. And sexual violence by young adults against each other is also becoming more rampant because the arenas for information and exposure are through misrepresented, clichéd sources where women more often than not are objectified. So while the young men in their experimentation are the scientists, the young women their lab rats. Besides, with children in most developing countries struggling to earn for their families, they find themselves vulnerable in an adult environment. And the cycle of abuse doesn't end as victims of abuse often tend to also perpetrate abuse in their adult relationships.

These are issues that need to be tackled at the roots. While sex education might not be the sole solution against abuse, information from more reliable sources, especially in an environment where accessibility to images through the media and the internet is so high, it goes a long way in preparing young adults and children to protect themselves in potentially dangerous situations. Morality and culture being "polluted" by sex education makes little sense in India, where both the incidence of child marriages and child sexual abuse is extremely high -- especially with a lot of abuse generated within the security of their homes. Information and comfort with their own bodies, what constitutes a good and bad touch, are important in helping adolescents in protecting themselves.

The conference at Hyderabad heard voices of the youth. Many young speakers perceived that older voices have been speaking on issues of the youth, when the youth need to be given more space to air their thoughts and ideas for policies meant for them to reach them and work for them. The Young Parliamentarians Foundation, New Delhi, wanted an inclusion of the youth in the Indian Parliamentary Committee that is at present seeking opinion across the country on the introduction of sex education. They believe that they should be allowed to review the contents of the sex education curriculum when it is finalized. Endorsed by the 4th APCRSH, members of a worldwide youth coalition, with 200 of its members participating at the conference, demanded that their right to sex education not be denied. An open letter to the governments of the region said that young people faced significant barriers to sexual and reproductive information, resources and services and needed "age-appropriate comprehensive sexuality education that is evidence-based and non-judgemental." The ban on sex education by various Indian states was perceived as a denial of their fundamental rights to education, health and expression and on a global level as a violation of international commitments made by the Indian government.

It is only when one accepts the sexuality of the youth as a reality that any real and greater commitment from the political leadership can be expected. Making quality health services available from within national budgets is really more a matter of political will and less of resources and technology. Ironically, while state governments in India continue to use culture and tradition as arguments against sex education (seen as a Western concept) and drag their feet on introducing sex education in schools, countries like Cambodia and Indonesia, with similar cultural traditions, have already done so. And while sex education continues to be contested by churches, several Catholic schools in Pakistan have introduced sex education. Bali, meanwhile, has opted for a phased curriculum, introducing sex education in various subjects such as biology and sociology, a clear indication how sex education - to impart or not to - has become an important part of political discourse even as the fate of many young lives dangle precariously. But in India, for instance, a Catholic priest favors yoga over sex education.

Poverty today cannot be simply confined within its economic parameters. It constrains access to already scarce development resources to people - even more so with young people and women - living with HIV and AIDS, those seeking safe abortions and everyone living in vulnerable circumstances. With a lot of opposition to sex education guided by politics of the day and state weighed against the considerable number of lives at risk, it is this politicizing of sex education that is to be seen as "immoral" and not sex education itself.

Hi, good article, I have posted a link to it on my e-group. I have a no-profit website 'Askios', for survivors of child abuse, India-based, and link to a lot of resources that people may find useful whether they are survivors, social workers, media, health professionals, supportive family/friends or just concerned citizens. Hope it will be of use to someone out there reading this. The link is http://askios.tripod.com

Have you heard anyone in the world saying i rejected sex because i studied sex education. When the situation comes anyone's natural human body will only tend to do it and will never revise the sex education studied because sex has the natural power to control. Everyone who can think with brain, in their teen ages, how they will tend towards sexual things.

The only way is to keep the children away from anything related to sex. They will have the fear and they will set themselves away from the bad situations. This is the same thing which was done by HouseWifes till now. they are heavily teased by the (EGO minded)Working women.
Working women concentrate more on money and office fame than their children. They are main spoilers of their children discipline by not spending time with their children.

Sex Education has been introduced 50 years before in USA,Europe, other foreign countries. So by now there should be no child abuses, no sex harassments in those countries.

But see whats the condition of those countries, highly increased pregancies, companies who make condoms has been profitting highly, almost all girls are having multiple partners.

In India, when officers say there are too many abuses and unwanted pregnancies, they are false information. The abuses are few and they are because of the cinema people who are destroying the world by spoiling the children's morality. I'm sure cinema people's whole family will be in Hell.

Its impossible for a small child to protect from a grown up adult who try to sexually abuse. The solution is to ban the sexually inducing films which forces the adults to do bad things.

First go and stop those root cause like sexually influenced cinemas.

Can anyone tell me on person in cinema living a good moral life. All are 'the name' ('the name' is the name given for the people who gives people the sexual pleasure for money by showing their personals which is happening in the cinema. Am i correct ?

In the name of education, women freedom, some people who get money from foreign countries are ready to spoil the children.

Oneday, People who spoil children directly or indirectly will see their own or some way kindly related children will have to meet the bad consequences.

Thank God we have so many people to point fingers at and blame for everything that’s not correct with the world as we would like to have it or as we see it. From ‘ego-minded’ working women to ‘girls’ with multiple partners; from the ‘immoral’ cinema people to sex workers - thank God for these people because that is what allows some of us the space to absolve ourselves of every possible sense of accountability and responsibility.

Not believing me ???

Have a look at this BBC link... It is 1 week old.

http://news.bbc.co.uk/2/hi/health/7109139.stm

This news is given by ECDC(Europe Disease Control Board) Spokeperson.

They have implemented sex education more than 25 year before. But see whats their condition. They could not control the situation. Its officially uncontrollable situation of HIV/AIDS, Pre-mature Pregnancies. HIV/AIDS has been increasing heavily in UK.

The spokesperson has clearly pointed that Prevention,Safe Sex is NOT a solution for HIV/AIDS or Pregnancies problem.

Thinking of helping the children is good. But the way should be a good way such that the consequences of the way also should not affect the children.

Sex Education says it is protecting the child. But you will see the induced effect when the child (who studied sex education) is alone.

Almost all people age more than 13 (old days or nowadays) knows about sex. But reminding them, the sex related things forces(induces) them to do it.

Even you or anyone, Go and ask your mother(should be a Non-working woman. Working woman have no time to spend with the unwanted things. i.e., their children) if Sex Education is good or not.

I know. They wont. Because they know what is good for their children since they have full control on their children because they spend 100% concentration on their family.

World and Time changes but morality will never change.

For those who shout about the word 'culture'.
Culture is like a set of disciplines for good living. If you go beyond those, you will be hurt in someway or you will make someone else get hurt someway.

For ex. Women who are dressing like exposing 'things' makes a man to induce and he may hurt her or the induced man will hurt a woman who is good dressed or a poor woman.
But the root cause is with the exposed woman.

If we do a mistake, atleast we should not make it as correct while advising the others.

Dont spoil the children. This will circulate and the turn will surely come to your own children. Beware !!!

Please dont make India also in a situation like UK with an uncontrollable situation.

Your views on working women are exactly why their is need for women's liberation. Women who work more often than not need the money, and that money goes to the children. And it is possible to balance work and family. For starters, why can't the man spend more time with the kids? Everyone can pursue work and raise a family if the surrounding society supports them well enough. A society with views like yours is the exact opposite of support.

Are men who work outside the home also "ego-minded"? Or do you just focus those condemnations for women?

Submitted by Harry834 on December 6, 2007 - 3:56pm.

Why its ridiculous to think that sex education "pollutes" morality:

"Morality and culture being 'polluted' by sex education makes little sense in India, where both the incidence of child marriages and child sexual abuse is extremely high -- especially with a lot of abuse generated within the security of their homes. Information and comfort with their own bodies, what constitutes a good and bad touch, are important in helping adolescents in protecting themselves."

Thank you, Deepali for tackling these issues and facing such intense opposition.

I have some comments on this.

Can you show me anyone in anywhere in the world who prevented or opposed sex related things because they Sex Education ?

See, I am not arguing, please understand,

Education or Advise related to sex cannot do any good to the teen age people. It will only induce them.

Suppose take a situation, a grownup adult is trying to abuse a teenage girl.(No need of sex education. if you ask any girl at teenage they can surely understand the good touch and bad touch. Things like teaching Good touch and Bad touch are really foolish and it is just to fool the people for Sex Education.Nature gives the best education even parents cant give.)

After the girl understands the man is trying to abuse, is it practical for her to escape? There are infinite ways to fool or force the girl.

Instead, did you try any time to stop the things which are root causes for these problems? I am sure. Never.

1. Did you ever advise a girl to wear good dresses. Good dresses are those which should not make man to get sexually aroused.

2. Did you ever try to give petitions for banning the Sexual Adult content in the films which are the high transport of crimes among people.

3. Did you ever advise a girl not to travel in night for any reason(unless emergency) since it will surely cause problems .This is a really good advise for girls to protect them.

I am sure you would not have done any of the things above because may be you are also among the one who like to enjoy women using the word 'women liberation'

If you would like to do good to women and children, do the above mentioned points which i'm sure you also can think its good and protect for women and children.

I will not allow like you guys to damage the morality of the children and expose women in to bad hands... by a foolish education called Sex Education

Trying to spoil my country ???

Submitted by B.Sathish Kumar on December 10, 2007 - 11:28am.

I have no comment for this becase i'm sure you wont understand this before answering my first question.

But i have one point to say ...

Working women have no time to feed their children or provide food to their husband with patience. But anyone can see in office canteen, how working women interestingly like to serve and dine with other office gents. Dancing with other office gents during party...

Character discipline is very very important for women more than man for a society to be safe and good unless men carries eggs and women carries sperms. This is natural.

Submitted by B.Sathish Kumar on December 10, 2007 - 11:16am.

For the record, I have worked my entire adult life, been married and had a child. I've always had time for everything and wouldn't change one moment of it. BUT then I also have a husband who isn't still stuck in the stone age and who is willing to give back as much as he receives. We work as a TEAM rather than the master/slave scenario you descirbe.

AND FOR THE RECORD, the world would be a much better place if men were made to be accountable for their CHARACTER as well as women. Your whole egg/sperm scenario totally lost me but then I'm sure it lost you too.

Say clearly

'I dont want to be a dependant of my husband financially (because that is not freedom). But i like to be a dependant of my company owner (because this is freedom). Thats clear. Isn't it ?

Why is this happening ?
want more , try google "Working women" Divorce.
i know what you will say 'We can educate them. That is only our duty. Taking or not taking is their responsibility'.
Dont escape by saying working women can easily raise voice, if they have problem with their husband. The divorce count is high and increasing. No one has lived without any problem. So the problem, the EGO creator is the money and office fame, the status.

Go and ask your mother (if she is non-working women), if she is a slave during her life. I am sure she will laugh at you and tell how much love her husband has on her.

According to you, 'working' is for the family. But family itself is getting broke increasingly because of this working. Why this divorce things are increasing.

Go and ask a rural women if she know about divorce. remember there is always a 5% of problem everywhere which usually solved by their relatives.
For that 5% of problem, a solution(working) which is supposed to be good cannot make this much raising level of divorce in India like foreign countries.

Before wasting my energy to make you understand the severe damages of Sex Education,

I am having one doubt,

Why you are still supporting Sex Education, even after visiting the link http://news.bbc.co.uk/2/hi/health/7109139.stm

and also seeing the news about HIV/AIDS sharp rise in USA.

Just go and ask any family women of the last generation. (There are always a little % of affected people)

I have talked regarding this to a lot of people. Non-working women are highly respected in their family. this is true.since they have complete control in their family.

Only living as family can make a nation happy to live.

I think you can accept in USA,UK your meaning of women's liberation have attained.

They have introduced Sex Education in their countries more than 25 years before.

So by now there should not have been any child abuse, premature pregnancies, unwanted sex, HIV/AIDS

and mainly husband and wife should not face any problem in living as a happy family.

But the real thing happened is directly opposite to the above points.

If you google Teacher Sex you will get a hugh links. There are lot of child abuse is happening in USA,UK.

Premature pregnancies, unwanted sex,HIV/AIDS are extremely high and is now uncontrollable. This news is openly said by the ECDC spokesperson in Europe.Great the spokesperson also clearly told that preventative measures, safe sex are NOT working.

Can you show me anywhere in USA, people live as good family forever like in India ?

Still if you support your view of women liberation and Sex Education, there can be only one reason.

You need women to come out of their secured position so that people can use(sex) them as the way as they like.

And finally family system in India also can be broked.

I am sure you are paid for this destruction. Trying to corrupt children mind will render those person's family in to unrecoverable problems.

Shall i say frankly whats the meaning of your women liberation.

1. Women should expose their personals by modern dresses.i.e., Turning women to sexual animal.

2. Teen age girls should indulge in sex activities, then only condom consumption will be high.

3. Create EGO between husband and wife using money. Then only they will get diversed and more people can enjoy her.

Am i correct this is the same situation in USA,UK?

Is it fair to spoil children for you to earn money ?
you cannot do good to the children, atleast dont do bad for the children.

The entire article in the end only has one comment at the end saying that their messaging was not sufficient. That's all the article says. This doesn't add up to any indictment of sex ed.

Sex ed was never supposed to be a silver bullet to fix all disease and problems. People still have to use responsibility to use contraception. Many don't, I'm sad to say. But we don't ban seat belts because some don't wear them.

Sex education is education - that is its information. People need to use it, to benefit from it.

But that's only one cause of the problem because there are many causes. You make sweeping generalizations about the acceptance of sex education in the countries you mention, but you and I both know that within each nation are miniature worlds and communities that are very different from another. The difference between rural and urban is juts the tip of the iceberg. Rural areas often have fewer stores that are willing/or able to sell contraception. And with few stores in the rural area, there are few alternatives upon leaving the store.

Then there is the damage of gender-biased thinking, such as your own. You want societies to control women so much. In such worlds, its less likely a woman can talk with a man as a free person. It's this environment that causes men to get away with raping women. And you blame the victim by saying "her clothes caused it".

Men can control themselves, but only if the society expects them to. When you make up false biological facts to justify men raping women, you get men who take no responsibility for doing it. Everyone blames the victim's clothes, so no one punishes the real criminal - the male rapist. You all protect him, and curse the woman. That is the real "spoiling of your country"

means stopping child marriage. I think adults forcing children to marry aduults causes more rape than allowing adult women the freedom to pick their own clothes

Dont even speak a word. There are lot of american association for health, sex education has been introduced more than 25 years. millions of dollars are spent for preventive measures. Dont even say there are 'some' people who dont use your information.

Is this the highest thing, the meaning of your 'some people' ???

Please dont play with your sex education atleast from now.

Please try to ban the sexual and violence motivated cinemas and teach people about morality and dangers of bad dressing.

Say yes or no for the following question. dont use "need not" like words to escape from the situation.
Accoring to your goal of women liberation, the following is one of the important points,
Am i correct ? yes or no ?

Any women whether she is married or not, should have the freedom to have sex with anyone as she wish. And you are advising those people to wear condom(seat belts) during sex (car driving) to avoid problems. because there is nothing wrong in it, its just movement of organs and some hormone changes, right. Also taking that advice or not is the responsiblity of those person.

Dear Mr Kumar,
I read all your comments and being an Indian myself I am surprised at your thinking. I belong to a samll place in India basically a village and have travelled extensively to all parts of the country.
Let me clarify a few points:
1. A lot of cases of sexual exploitation and unwanted pregnancies are never recorded in our country thanks to our system so one would never knowthe exact figuresprobably they are much higher than USA and UK the two countries you have quoted.

2. I would also like to tell you that number of working women in India is probably much higher than you know. Go to any small town/village and you will find men spending time playing cards and smoking whereas women go out and work the whole day and they interact with all kind of menfolk.

3. The greatest leaders of the country have been women and its us Indians who have admired and supported them to lead the country. I dont think I need to give examples.

4. People in all walks of the society have now understood that having one child is much better than having three of them hence they are now using contraception which was seldom used in earlier days. Even the Indian men you talk of who cannot control their sexual urges on seeing a women(what you call are Indian values)know the dangers of AIDS so ironically the use of condoms has increased amongst them also.

5. Sex education in schools has not only helped youngsters understand themselves physilogically but has also made them much more educated in terms of what is right and what is wrong which unfortunately the so called strong value system of India has been unable to do. Thanks to the thinking of people like you who forcefully suppress the curious questions of the youngsters and force them to use wrong means to gain the same knowledge resulting in disastrous consequences. Probably AIDS/unwanted pregnancies/child abuse/rape/child marriages would have never affected the country if you say that our value syatem is so strong.

Mr Kumar I suggest that you move out of the safe environs of your home or whichever city you live in and see the country. Travel to small places and interact with people.
I feel you are like an OSTRICH, with your head buried in a hole, living in a constant denial of the reality around him.

I being a male and also being part of this country am angry when you point a finger at me and include me in the category of Indian men who can not resist the desire when they see a woman working in the same office. Please do not include me in this category to which probably you also belong to. I thank my parents who brought me up with the right values for not being one in this category (and by the way my mother was aworking woman).
It is surprisingMr Kumar that inspite of being from a country where a woman is considered a form of SHAKTI(power)you can speak like this.

Mr Kumar the Americans have caused serious damage to the Taliban and they are running short of manpower I think its a good idea for you to join them considering your views match them so nicely.
Regards,
Ajit

Submitted by Ajit on December 13, 2007 - 3:06am.

Dont try to speculate and give wrong information by using the fooling words sexual exploitation and unwanted pregnancies are never recorded in our country. This happens in all countries. But 'some people are not using the education' is not correct since the HIV/AIDS rate is highly raising in USA,UK. There are many people who are not using the education and the people count is increasing. So it means that there is something wrong about the sex education.

In USA,Uk Sex Education has reduced the HIV/AIDS diseases at the introducing years and also it has reduced the people who were not indulging in sex before marriage or with multiple partners percentage from 70% to 25% and then now the problem is severe with the 75% people. This will be the effect of Sex Education.

If you want anything to be taught for safety go and teach to the married people. Why are you disturbing the children using the sexual education.

why are you treating sex things as normal objects? Why dont you understand the inducing power of sex words. Grownup people like you cannot understand the feelings the words from sex education creates. Only people at teenage can understand.

I am asking you a question to make you understand the inducing power of sex,
If someone asks you to take your 'organ' out, when you have sex, will you be able to do it just like doing other works? you wont and no will be able to do it unless forced.
Why? Will you be able to remember the Sex Education syllabus at that time ? Its just some parts of body and hormone changes, right? So why are you not able to do this ? There is difference between sex and other things.

One will be using condoms at the starting time, but once he starts to having more sex with multiple persons, surely he will not be in a mood to use condoms. His brain will change from normal to abnormal in sex activities. Now he will not be in a position not even to hear any advise. Understand it.

Only way is to have some discipline and make everyone have sex within husband and wife only. This is the way India still lives. But due to media people like cinema they are inducing sexually heavily all the teenage people and it makes them to have sex.

Why dont you try to ban the cinema's which breaks the morality of the people. They are openly doing just for them to live.
